CBN releases fintech report, maps path for Nigeria’s digital finance future

The Central Bank of Nigeria (CBN) has published a detailed report on the country’s fintech ecosystem, setting out key priorities aimed at sustaining innovation, strengthening system integrity and guiding the next phase of digital financial growth.

The report offers a broad assessment of the scale, depth and maturity of Nigeria’s fast-growing fintech sector, which has become one of the most dynamic segments of the national economy.

The report highlights Nigeria’s strong position in real-time payments and explains the structural factors that have driven recent expansion across digital payments, lending, savings and other technology-enabled financial services.

According to the CBN, fintech innovation continues to play a complementary role within the wider financial system, helping to widen access to financial services, improve efficiency and extend reach to underserved segments of the population, while operating alongside traditional institutions to preserve stability and resilience.

The publication draws on surveys, data analysis and extensive engagement with stakeholders across the financial ecosystem, including banks, fintech firms, regulators, and infrastructure providers. Based on these inputs, the report outlines practical policy directions designed to improve regulatory coordination, enhance supervisory capacity and support responsible innovation.

A key focus of the report is the need for stronger interoperability across platforms and institutions to ensure seamless transactions and reduce fragmentation within the digital financial space. It also stresses the importance of proportional regulation that reflects the size, risk profile and activities of different players, allowing innovation to thrive without compromising consumer protection or financial stability.

The CBN further identifies effective execution as a central requirement for sustainable growth, noting that sound policies must be matched with consistent implementation, clear communication and ongoing engagement with industry participants.

The report also recognises the growing cross-border ambitions of Nigerian fintech firms and calls for regulatory approaches that can support regional and international expansion in a safe and orderly manner.

By positioning fintech as an integral part of the financial system rather than a parallel structure, the apex bank said the report aims to reinforce trust, encourage collaboration and align innovation with broader national financial inclusion and development goals.

The publication forms part of an ongoing series through which the CBN intends to deepen engagement with the financial sector, provide clearer regulatory direction, and promote more coordinated execution across the ecosystem. It is designed to serve as a shared reference point for banks, fintech companies, regulators, investors, infrastructure providers, and development partners.

The CBN said the report provides a timely framework for shaping policy choices, guiding investment decisions and supporting a digital financial system that is inclusive, efficient, and resilient.

Industry observers note that the report would influence regulatory discussions and business planning across the sector, particularly as digital finance continues to expand its role in payments, credit delivery and economic activity nationwide.
