Aminu Aliyu Bisalla is one of the recipients of the 2016 Productivity Order of Merit (NPOM) Award. He was nominated for the award for demonstrable high sense of responsibility, sound leadership qualities, effective service delivery and consistently towering moral standard and integrity.
His life has always been about service, service and service. When the iconic United States of America (USA) civil rights champion, Martin Luther King Jnr was underscoring the virtue of doing whatever chore one is saddled with, in an exceptional way, Aminu Aliyu Bisalla was barely a starry-eyed youngster. He was born on July 23, 1959 in Suleja, Suleja Local Government of Niger State. Back then in the 1960’s, Aminu Aliyu Bisalla, was fascinated with Martin Luther King’s clarion calls such as “if you are a painter, paint even as Michallengo did and Beethoven composed music.”
Young as Aminu was then, he resolved to abide by the admonition. Hence, right from his days at Anguwar Gayan Primary School in Suleja (1965 to 1971) and Government Secondary School Zungeru (1972 to 1976) through Zungeru College of Advanced Studies (1977 to 1978) to University of Sokoto (1979 to 1983) and Bayero University, Kano (1996 to 1998), he was motivated to go extra miles in all his endeavors. And it shows boldly in his distinguished career as one of the most accomplished public servants of his generation.
After his National Youth Service Corps in 1984, he was retained and employed by the Niger State College of Education as a lecturer/head of Business Education Department from where he left in 1988 to join the banking sector. He served with Savannah Bank, Commerce and United Bank for Africa.
The professionalization of the Civil Service in 1999 brought in Aminu Aliyu Bisalla along with others as Chief Accountant in the pool of the Accountant- General of the Federation in the year 2000. By dint of hard work and single minded devotion to duty, Aminu Aliyu Bisalla made a steady career in the Service. He was appointed Executive Director of Finance and Account with Federal Roads Maintenance Agency (NEMA) between 2006 and 2009, and also served as Director of Administration and Finance at the National Bio-technology Development Agency and the National Hajj Commission of Nigeria.
Aminu Aliyu Bisalla always leaves behind him worthy legacies everywhere he served. For example, at the Federal Ministry of Works, he successfully accomplished the development of database and computerization of road contract payment records; the development of Accounting Information System and Accounting and Auditing Manual (in conjunction with a consultant) at the Federal Roads Maintenance Agency. He achieved the same feat at the National Bio-technology Development Agency.
By merit, he was appointed Permanent Secretary in September 2014 and deployed to the Police Service Commission. At the inception of the current administration, Aminu Aliyu Bisalla was among the Permanent Secretaries retained and was redeployed to the Federal Ministry of Industry Trade and Investment in November 2015 where he remains till date.
Aminu Aliyu Basilla is deeply passionate about “strategic thinking” and “team building,” just as he loves basketball and table tennis. He is a member of many highly esteemed professional bodies including the Nigerian Institute of Bankers (NIB), American Management Association (AMA) and the Nigerian Institute of Management (NIM), Association of National Accountants of Nigeria (ANAN), Chartered Institute of Taxation of Nigeria (CITN) and the Institute of Chartered Management Accountants to mention just a few.
For those who have followed Aminu Aliyu Bisalla’s illustrious career over the decades, the accolades he has received in the course of his service to the country and its peoples did not come as a surprise. He is reputed for his outstanding contributions to community development. If anything, many would argue that he thoroughly deserves many local, national and international honours as can be bestowed on him on account of his trail-blazing services to God and fatherland.
