The Chairman of the Federal Civil Service Commission (FCSC), Professor Tunji Olaopa, has canvassed comprehensive reforms aimed at restoring merit, professionalism, efficiency and productivity within Nigeria’s civil service architecture in response to rapidly changing global governance realities.
Professor Olaopa made the submission at the International Civil Service Conference 2026 held at Eagle Square, Abuja, during a high-level panel session that brought together Chairmen of Civil Service Commissions from across the country, including representatives from the Federal Capital Territory and Kano State as well as delegates from 16 foreign nations.
Speaking on the evolution and constitutional mandate of the Commission, the FCSC Chairman explained that the institution, originally created in 1954 as the Public Service Commission before its transformation into the Civil Service Commission in 1979, is constitutionally empowered to appoint, promote and discipline civil servants while preserving the integrity of Nigeria’s merit system and public service ethics.
He recalled that the Commission once played a pivotal role in sustaining Nigeria’s globally admired civil service tradition, but lamented that years of politicisation, inadequate funding, mass retirement of experienced personnel, institutional decline and policy inconsistencies had weakened standards and undermined administrative effectiveness across the public sector.
According to him, the present leadership undertook a comprehensive institutional review upon assumption of office, leading to the formulation of a strategic reform agenda already approved by the Federal Executive Council.
He stated that the initiative is designed to transform the Commission into a technologically driven, transparent and professionally efficient institution capable of meeting modern governance demands.
Highlighting progress already achieved, Professor Olaopa disclosed that the Commission had successfully transitioned from manual recruitment procedures to a digital e-recruitment platform, introduced transparent computer-based promotion examinations, revived the National Council on Civil Service Commissions after more than 12 years of inactivity and restored Nigeria’s active participation in continental public service institutions, including the African Association for Public Service Commissions.
The FCSC Chairman stressed that merit and professionalism must remain the cornerstone of recruitment, promotion and career advancement in the public service, insisting that competence, integrity, qualifications and performance should continue to shape human resource management practices without undermining the Federal Character principle.
He, however, identified inadequate institutional capacity, weak digital infrastructure, shortage of specialised manpower and welfare-related concerns as major obstacles confronting sustainable civil service reforms.
He warned that reform programmes that fail to address workers’ welfare and provide adequate performance support mechanisms could encounter resistance within the system.
Professor Olaopa advocated a balanced and human-centred performance management framework capable of enhancing productivity while supporting professional growth among civil servants, assuring that the Commission remains committed to building an accountable, innovative, efficient and future-ready public service system.
